Concessional Licensing

The Vintage Automobile Association of Western Australia is authorised by the Department of Transport (DoT) to offer its members a choice of 2 concessional licensing options for their eligible vehicles.

Both offer a significant reduction in licensing fees however the vehicle and its use must meet the conditions of the license. It is up to members to ensure that they understand and comply with the associated rules and regulations attached to the concession applied for.

1. Veteran, vintage, post vintage or invitational vehicle concessions (Code 404)

Any motor vehicle that is aged 25 years old or older may be eligible for a Code 404 concession including cars, trucks, motor cycles, buses, tractors, trailers, semi-trailers and caravans.

The owner must be and remain a financial member of a Department of Transport (DoT) approved historic motoring club to be eligible for the concession and the vehicle must not be modified.

Under this code, use of the vehicle is restricted to club events, impromptu runs and test runs but it offers the largest reduction in yearly registration fees as well as the elimination of stamp duty fees. In addition, certain Insurance companies offer reduced premiums.

The vehicle will need to be seen by a Club inspector to ensure that it has not been modified. The Registrar will then issue a CMC1 Certification Financial Membership and Vehicle Compliance Form and the Department of Transport E81 Application for can be found here

2. Concessions for Classics scheme (C4C)

Any motor vehicle that was manufactured prior to 1990 with the weight limit of less than 4500 kg may be eligible for a C4C concession including cars, motorbikes, trailers and caravans and street rods.

The owner must be and remain a financial member of DoT approved historic motoring club to be eligible for the concession.

Under this scheme, the vehicle can only be used for a maximum of 90 days per calendar year, being: 60 days to participate in motoring club sanctioned events; and 30 days for personal use per calendar year (includes testing, maintenance and repair).

The major difference between the Code 404 and this the C4C scheme is that the vehicle can be modified. However, all modifications must comply with the National Code of Practice for Light Vehicle Construction and Modification Vehicle Standards Bulletin (VSB 14) and relevant Australian Design Rules (ADRs)

The Club has decided it will only be catering for vehicles that retain their original body structure and not Street Rod Machines and Hot Rods or highly modified vehicles that are well catered for by specialist clubs. Safety and performance upgrades including carburettors, braking systems, suspension components, exhausts, wheels and mild engine upgrades will be accepted. Vehicles may be lowered but must retain reasonable ground clearance (a minimum of 100mm is a guide). Owners are solely responsible for maintaining their vehicle in road worthy condition and for the compliance and approval of any modifications. Proof of compliance and approval may be required by the Club.

Vehicles seeking C4C will firstly need to be on full registration or Code 404 and will need to be viewed by a Club inspector prior to the Club signing off the Application Form.

4. Club Events

A VAA club event is organised and supported by the Club and advertised to members in our Past Times newsletter, our webpage or social media page (eg Facebook). Similarly the Club may sanction and advertise an event held by another car club or community group (e.g. a fete, rally, exhibition,charity/tourism event) as an approved club event. These events will also be listed in the VAA Event Register that can be viewed here

On a club event day, the vehicle may travel to and from the official club or sanctioned event. When the event ends the vehicle can continue to be used for the remainder of the day without having to record a separate entry for personal use.

Events that are not club or sanctioned can still be attended, however the journey must be recorded as a personal use day or the event must be organised and supported by an authorised motoring club. For Code 404 these clubs are listed on the Council of Motoring Clubs WA website here
